Hi Bojan,
The first question is little bit tricky. When you draw a shape using the Shape tool in a new layer, right-click on the layer and convert it to a Smart Object. Then, right-click on the Smart Object layer and choose Export Contents. You will be able to export the smart object including the shape as PSB, which is the correct answer.

For the second question yes. if the image has 20 colors, the best choice is 32 to maintain better image quality and less size.
